
The Learning Strategy and Innovation department at CESA 1 is dedicated to transforming education through a learner-centered approach.
Comprised of three key divisions—Continuous Improvement, Instruction and Technology, and i4PL—the department collaborates with schools and districts to foster systemic change.
Continuous Improvement employs structured Plan-Do-Study-Act (PDSA) cycles. Services use data to identify root causes, set goals, implement evidence-based strategies, and monitor impact. Support includes customized tools, team facilitation, and aligned accountability measures to build system capacity, strengthen educator practices, and improve student outcomes.
Instruction and Technology supports teaching and learning. It supports all areas of instructional design, including content area curriculum development, assessment, pedagogy, learning environment design, instructional technology, library services, and professional knowledge.
i4PL focuses on redesigning educational systems to be more personalized and learner-centered, working with partners within Wisconsin and nationally. i4PL collaborates with organizations to support professional learning pathways that guide implementation, iteration, and systemic change. Services include custom professional learning, leadership support, and coaching for educators and leaders
