Licensure Program 1.0

Proficiency Based Licensure (PBL) 1.0 is an alternative certification program for individuals interested in obtaining Wisconsin initial teacher certification. The PBL program also provides an efficient and effective means for currently licensed teachers to expand their certification.

The mission of the PBL program is to fill critical vacancies in high-need educational areas by offering an alternate route to teacher certification for qualified individuals. The program provides teacher candidates with the resources and support necessary to achieve proficiency in the ten Wisconsin Standards for Teacher Development and Licensure.

The PBL program develops highly qualified teachers and provides an opportunity for those working in areas designated as "high need" to obtain their Initial Educators certification.

Proficiency Based

Licensure Program 2.0

Proficiency Based Licensure (PBL) 2.0 is an alternative certification program for individuals interested in obtaining Wisconsin initial teacher certification.  Candidates are no longer required to have a teaching position because in PBL 2.0 we provide an opportunity for candidates working toward licensure to participate in a clinically-based program.

For the first time, individuals with a bachelor's degree that are interested in teaching as a profession can take advantage of our unique, proficiency based instructional model. Through this program, candidates who have not secured a teaching position participate in an internship and residency, working first with individual learners, and ultimately with whole classes.
